there county inmates because prison doesnt have stripes plus it says county on the back of the left inmates jumper

They usually wear an orange jumpsuit (or black and white stripes) primarly so they stand out in the event that they escape. It is easier to identify them as inmates... The jump suits are generally utilized durring transport.

Maybe it's because they don't have a choice as to what they wear. It's not like they get the wardrobe they had when they were on the streets.
