PULLMAN, WA - Pullman police took a City Council Member into protective custody Wednesday afternoon after neighbors spotted him running around outside his apartment in his underwear with a knife.

Police arrived at the apartment complex on Merman Drive shortly after 1:00 on Wednesday, and a reporter from Washington State University's Murrow News Eight shot this footage of the incident.

Police said the man originally ran back into his apartment and locked himself in the bathroom, but begin to cooperate with officers after about 20 minutes.

"Officers were concerned about his mental health stability at that time," said Pullman Police Commander Chris Tennant. "Took him into protective custody without incident, and he was transported by ambulance to Pullman Regional Hospital."

Police said no crime was committed, so Skaug wasn't arrested but he was handcuffed as a safety precaution. Pullman Mayor Glenn Johnson said that Skaug hasn't resigned from his position as a council member. However his term will end when the election is certified in November because he was appointed to the position as opposed to elected..and he isn't running for re-election.
