Asotin Police Chief Bill Derbonne's report said he's not sure.
According to court documents, Derbonne, along with help from the Asotin County Sheriff's Office, responded to a report of a domestic dispute at an apartment at 118 Meador Street in Asotin.
According to the report, Kyle Richardson opened the door, police handcuffed him and then looked inside and found a female tied up on the floor with a robe belt.
Police said drug paraphernalia was also found.
The female told police she and Richardson had been in a fight earlier, but that the fight was over and that they were getting ready to have sex.
Outside of the apartment, officers found nine grams of methamphetamine they say belonged to Richardson.
He was booked into the Asotin County Jail on a charge of possession of a controlled substance, methamphetamine.
Richardson is being held on a $25,000 bond. He is scheduled to appear in court on Monday.
