Patrick Lien filed an appeal to the city's decision granting a conditional use permit for multi-unit housing near the top of 17th Street in Lewiston.
The buildings would be three stories tall and about 183 feet wide.
Lien's attorney said the buildings wouldn't fit the characteristics of the neighborhood.
"Apartment complex use of this property is totally out of character with the single family usage predominate in this neighborhood,” said Attorney William Herrington. “The next thing that will be filed is a more complete statement of the issues."
If built, the complex would be the single biggest multi-family housing development in the orchards.
