Sergeant Ted Piche says he responded to a Monday afternoon domestic violence and strangulation call in the 1400 block of 7th Avenue. He said the suspect, 29-year-old Andrew Blackeagle of Kamiah, had fled the scene on foot, was located and taken into custody.
Blackeagle was handcuffed and placed in the back of a vehicle with a lap and shoulder harness. Piche said a back window was rolled down just 10 inches for ventilation. Somehow one of the belts unbuckled and Blackeagle managed to escape through that window crack. Piche and two citizens driving behind the vehicle who stopped to help were able to take Blackeagle back into custody. His hands were still cuffed behind his back.
He has been charged with attempted strangulation, battery and escape. He's in the Nez Perce County Jail on a $30,000 bond.
