Clarkston police said the phone of Paul Evans Winklebleck, 42, a registered sex offender accused of kidnapping and assault, was found along U.S. 12 Thursday.
"We had a citizen come to the police department and she reported that she found a cell phone out on the highway on the side of the road between Clarkston and Pomeroy on Highway 12," said Clarkston Police Sgt. Richard Muszynski. "She advised me that she called some numbers from the cell phone and was told that the person who owns the cell phone is a wanted fugitive out of the Portland, Oregon area."
Muszynski said the woman pulled over along the road and just found the phone laying there.
Winklebleck is accused of posing as a police office in Portland, Oregon on March 4 and convincing two women outside of a concert that if they didn't accept a ride they would be given DUIs.
"He kidnapped two females, is what he did, took them to a remote area, made one of them take some pills and then physically assaulted one of them," said Muszynski. "Both of the females ended up getting away and contacting the police over there."
Muszynski said the phone was turned off on March 5, the day after the kidnapping in Portland. He said it's unknown if Winklebleck was ever actually in this area, but that he is considered armed and dangerous.
"We don't know if he actually made it here to the Clarkston area, or if he discarded the phone and somebody else found it and brought it here to this area, but we felt that because he is considered dangerous, he did use a knife in this crime in the Portland, Oregon area - that it was important to notify the citizens of this area just in the event that he is in this area or he may pass by here again," said Muszynski.
Winklebleck was last seen driving a green Sonoma truck with an Oregon plate 289EPF.
